Abstract

The article analyses the development of leaders' competencies as a
decisive factor in increasing the effectiveness of implementing innovative
management in educational institutions. Based on a theoretical and comparative
analysis of international and national sources and regulatory documents, the paper
proposes a four-block competency model for innovation-oriented leaders (strategic
innovative, change management, human resources and collaboration, digital
analytical) and a three-stage mechanism for its development. The findings can be used
in designing retraining and professional development programmes for heads of
educational institutions.
