Abstract

Abstract. Digital transformation has become a major driver of institutional change in contemporary public administration. The integration of information and communication technologies into government operations creates opportunities to improve public service delivery, administrative efficiency, transparency, accountability, and citizen participation. However, the successful implementation of electronic government requires more than the introduction of digital platforms. It also depends on institutional coordination, legal safeguards, cyber security, data governance, digital literacy, and public trust. This article examines the theoretical foundations of digital government and analyses its opportunities and challenges in Uzbekistan. The research employs a qualitative analytical approach based on a review of academic literature, international policy reports, and national legal and strategic documents. Particular attention is given to Uzbekistan’s electronic government framework, the Digital Uzbekistan–2030 agenda, and the Digital Government Strategy–2028. The analysis indicates that the effectiveness of digital transformation should be assessed not only through the number of online services but also through service accessibility, interoperability, user satisfaction, institutional accountability, and the protection of personal data. The article concludes with practical recommendations for developing an inclusive, secure, citizen-centred, and results-oriented digital government system.
