This article examines the international experience of leading countries—Germany, South Korea, Japan, China, Singapore, and Turkey—in developing small manufacturing enterprises and draws lessons for Uzbekistan. The study employs a comparative analytical method alongside statistical analysis of key indicators characterizing the contribution of small enterprises to manufacturing GDP, employment, and export performance across selected economies for the period 2014–2023. The findings demonstrate that successful support models combine targeted financial instruments, technology transfer mechanisms, cluster-based development, and vocational training systems. A comparative scoring matrix of support policy components is constructed, and recommendations tailored to Uzbekistan's conditions are formulated.
